It could have been a whole lot worse, trust me. I know a few folks over in the Sutoku, and they're alright. Most people don't care too much about the rivalries until we actually have to, and it's been peaceful for a bit.
[Hoo boy. Ok, she could buy the new ones not realizing, but it felt like a really good idea to make sure Tifa was aware, before one of these days the orders came from the top...]
So, you should definitely know this. Everything's all smiles right now, and there's a truce with the three of our gangs working together, but the Sutoku, Tamamo and Shuten are just that. Gangs. When I first got here? There was a war going down between the Shuten and Tamamo. We weren't fighting up top in the streets, so we could be nice to each other where everyone was working. But that pleasure palace they built down below? The turf it's in was turf we were actually fighting over. Like, bats, swords, magic spells, traps. It got ugly.
Far as I know nobody actually died. They've got some pretty impressive ways to patch you up around here, but that's not to say it can't happen. These three've got some history, and one of these days? It'll get ugly again.
[There was a momentary pause and she sighed.]
You know, this bounty hunter business'll probably get a little ugly, come to think of it. It's a lot of money. I don't actually care. Promise. It's not personal with me, and I've got a lot of friends in Sutoku, and I might have a few in Shuten I actually like. There's a bunch of folks I know who are the same way. They do what they're told, and they avoid fights, but if things boil over, orders are orders. Just, you know, for your own sake? Just remember that one of these days, the brass might give you an order to fight.

[Well, this was a little uncomfortable, but the truth was the truth, and Tenshi was really not sure on this, which said a lot since she was actually an officer of sorts in the Tamamo. It just hadn't come up. Of course, the kitsune in charge wisely didn't send them into areas where they were likely to disobey usually, but the possibility existed.]
Nobody really tries to disobey much. They go with the flow. If they end up fighting and they actually like the person? They probably set it up so there's an out, a way they can escape even if they still 'lose.' I've never seen anyone disobey big orders.
Of course, there was that time the guy in charge of the Shuten threatened to execute someone publicly if they didn't make good on their word. But that's how oni are. Never lie to them. Never cheat them. Never make a deal you can't go through with. Or they lose their shit. He didn't execute him, though. The guy actually came through on that promise, which is why we're in a truce right now.
